Crumbs for pie top.

I'm about to make an apple pie with a crumb top. Sometimes the crumbs come out like a "shell" (can't think of a better description) and sometimes they are more crumbly, more like lots of little pieces rather than the shell. I hope I am making some sense. Although the ingredients are the same, the texture is not. What makes the difference?
