Just call an electrician. The POCO is not likely to do anything until the interior wiring has at least been examined by an electrician. It could be anything from a problem in your wiring to stray current from the POCO or someone else's defective wiring. An experienced electrician should be able to isolate a likely source pretty quickly. Simply turning off your power and seeing if any voltage or current remains would a the first step, or making sure that both sides of your service are at 120 V to neutral (check at any 240 V receptacle). Keep in mind that turning off you main breaker is going to kill any heating system that requires power.

It sounds like your stove or reefer has a high resistance short circuit to its chassis, enough to zap you, but not enough to trip the breaker. I would start by checking the connections at the cords (both ends), outlets and then at the breaker panel, looking for anything providing a conductive path between a hot leg and ground. i.e. corrosion, grease, moisture, debris, etc (do this with the breakers OFF)

First I would make sure someone hasn't put a 3 to 2 prong adapter on the washer plug which would do away with the ground and perhaps turned the plug upside down which would reverse the polarity. Before they started using polarized plugs women would often get shocked when using wringer washers because they would get plugged in backwards. Polarized plugs are there for a reason and those adapters can be very dangerous.

Adam, thanks for the comments. You're not wrong that when making connections, neutral always goes to neutral. However, the rest of what you've written isn't quite so clear cut. Red and black are both hot wires and are interchangeable when supplying power, though I agree that it's usually good practice to match the wire colors where it's practical to do so. But what do you do when you're working with conduit wiring in a commercial building, and you have blue and orange hot wires? What you've written above, and the tone of it, suggests to me that you may have been misinformed by someone you've worked with. I suggest further research into electrical fundamentals. It's not all about matching colors. If you're a licensed electrician, this might be a good time for some continuing education, too. Good luck.
