Difficult situation - Getting plants in woods to grow

I live adjacent to the Parkway, and there is a 30 foot thick strip of woods (Pine trees and random bushes and vines) between me and the Parkway. Unfortunately, an insane neighbor removed most of the vegetation and branches in a section of this strip up to about eye level. Now, the Parkway is loud, as well as being an eyesore. The pine trees are tall, and create a canopy for this area. Likely it will be difficult to get plants to grow, as the large pine trees shade this area. So:

1) Will fertilizer help?

2) Any specific plants that grow fast, and don't need a lot of light?

3) Any way to encourage the Pine trees to regrow branches closer to the ground?

4) Any way to encourage the various foliage left to grow?

5) Any other ideas? Also, I'm on a bit of a budget.
