Raised Garden Bed Deep Enough for Perennials?

I was interested in starting a raised garden bed beside my house. I have been looking into different beds and I found one that I like. It is 4'×12'×9". How deep does it need to be to comfortably accommodate perennials such as coneflowers, coreopsis, catmint, rudbeckia, etc.? Will 9" be too shallow?
