What kind of organic matter to use in high phosphorus clay soil?

After reading through some of the posts on this forum, I thought I would ask for opinions on how to improve my heavy clay soil. I will attempt to post my soil test results that were done in December 2015. I tested the soil in 2000 when we first moved to this house and the results were basically the same - high phosphorus clay soil. I have added 3 loads of sand over the years and I only fertilize with nitrogen. I used Green Max with iron this past year because iron is suppose to help grass and plants absorb nitrogen in high phosphorus soils. I am creating a bulb garden this fall and I need to improve my soil for the bulbs, so I need some suggestions for organic matter that won't add significant amounts of phosphorus to the soil. I never use "bulb fertilizers" because they are primarily phosphorus. I have access to a lot of oak leaves and that is what I use for mulch in my flower beds along with pine straw on top to make it look nicer. Thanks for your time.
