Low shrub for all-day hot sun, drought tolerant

I would like to plant a row of Salvia leucantha 'Santa Barbara' at the top of a retaining wall in our backyard. This spot gets direct sun all day, all year. We have several large specimens of S. leucantha species throughout the yard and they are very drought-tolerant, and also very large, so I am familiar with their needs and care.

I am open to other ideas for shrubs or sub-shrubs in these conditions. Lantana is another consideration, but I don't want a dense rectangular or round hedge of anything. I prefer to maintain plants in their natural shape.

What other attractive plants might you suggest that grow to about 3 feet, likes full all-day hot sun, needs very low water, and looks good most of the year?

The soil in this spot may not be suitable for CA natives, as Roses have grown there for many years and organic amendments were added to the soil each year. (The Roses will be moved to another spot in the yard.)
