Fennel - Left in ground 3 years

I planted fennel about three years ago. It grew healthy each year, flowered, went to seed, and started over the next year. Never paid much attention to it and did not harvest it, since I didn't know (at the time) what to do with it other than a butterfly attractant.

So, just now, recognizing the culinary use of the plant, I went to harvest it and found there was no bulb just stalks, say 8 stalks 1" in diameter and a root ball. The plant flowered profusely with some flowers new and some dried. I harvested the dried seeds for further use.

Can someone explain the transition of the plant from a seedling to a mature plant? Does the plant only create a bulb the first year of existence? Why no bulb in my case after three years and the plant in a late flowering/seed stage?
