Peonies with mildew

The peonies at work are in a small alley between houses, with only minimal sun in mid-day and mildewed early. Now they are dying back. I am the only one who cares, and cannot get anyone to help me move them out from behind large trees into the sunny front yard. Should I go ahead and cut them back to the ground now (taking away the mildewed leaves) in hopes? They are pink and white and bloomed this spring tho less and less each year, even tho I fertilize them each spring with a slow-release fertilizer.
