Pencil cactus dying, help!

Hello! I bought a pencil cactus from someone in January ( 8 months ago ), and it was flourishing, growing new leaves/branches, then within the past month it has started shriveling up and dying. I have not been overwatering it ( to my knowledge ), and have been letting the soil completely dry out between watering. I just don't know what to do! Should I be clipping off the dead ends ( being careful with the sap ), or leave them to fall off? Is this an overwatering issue or an under watering issue? Please help!
