I hope someone can ID this insect

I see these occasionally, and they're always flying. This is the first time I saw one land. They are whiter-than-white--almost bluish--and they fly slowly and rather awkwardly. I've always wondered what they looked like.

When this one landed, I was excited to be able to get a picture. I didn't have my macro lens, so I just shot at a higher speed than usual in case it took off. I figured I could play with it on my monitor, but as it turned out I couldn't do a thing with it.

It's weird. It looks like I used a flash, but I didn't. In Photoshop, I tried and failed to bring out the detail in the insect. I couldn't even subdue some of that glaring white. My attempts only resulted in turning him blue with a white center. Very odd. And what are those trailing appendages?

I hope it looks familiar to someone. I'm guessing it's a nymph of some kind . . . ?
