Painting exterior shutters - Need prep and paint tips

We are re-painting our shutters. Current color is a cranberry/burgundy color. New color will be close to black. We have a chip of the front door color that we will have the paint matched to.

Half we can remove but 2nd story so not an easy task and the others have to be painted on the house.

What is the best way to prep these? sanding? Primer?

What do you recommend for exterior paint for the non-pro? Midwest hot summers/cold winters and these don't get a lot of sun exposure due to location and trees. Fading with the current color hasn't been an issue and I think that was Dutch Boy paint. We've been happy with Behr paint for the interior. The rest of the house is siding and brick so this is the only exterior painting to do. Yay!
