When alliums are spent...

My pinball alliums are sprawling into the path and their stems are browning up from the bottom. I could suffer them a bit longer but would really like to cut them down. I would also like to move them to a better position for next year, now that I know how tall they are. Do I have to wait until the foliage dies, like daffodils? When is it safe to move them, and how can I be sure I will know how to find the bulbs? Is it worth saving the seed to sow or is this a plant better divided? I think it's a great plant, properly sited! Thanks.
