Confused about the Jap. Beetles -- does this mean grubs in my lawn?

Last year I battled sawfly larvae on my KO roses. These year, I had a stunning first bloom, cut them back and they began to fill up with buds again.

Then I noticed the leaves getting chewed into that dreaded lace pattern and many Japanese beetles "getting busy" on my rose leaves.

Today, to get ahead of them, I sprayed the roses bushes with Bayer Rose and Flower Insect Killer (Imidacloprid). They dropped to the ground. Tonight, I did not see one beetle remaining.

So, my question is --- should I just cut off all the damaged buds? Can I leave the "good" buds? We have such a short growing season here, it would be a shame to have to remove all the buds.

Also, does this mean we have grubs in the lawn? We have seen no evidence of grub damage in our lawn. We do have a lawn fertilizing service -- should we tell them to put down something that might help?
