What to do? New BM Satin Impervo Alkyd is rough and gets dirty

I had poplar bedroom furniture built and hired a painter recommended by the (extremely reliable) cabinet maker. It was painted after installation - having it spray painted before installation wasn't an option.

He used a primer and then 2 coats of BM Satin Impervo Alkyd Low Lustre, hand sanding between each coat. (He didn't use any tool, just pieces of sandpaper that he held.)

We gave it plenty of time (at least couple of weeks) to dry and for the smell to dissipate. But it just isn't good. It doesn't feel really smooth, and it gets dirty very, very easily and is difficult to wash off.

I'm going to call him to come back, but I don't know what to ask for. Should he have used an electric sander? Would a paint with more gloss be smoother? Is there a glossier paint anyone can recommend? Is there a top coat that would help?

What should I do now? I'd even hire someone else who knows what he's doing, but what information should I look for?
