What steps to take against a bad contractor?

We are building a home (paying cash). We had a builder that we had planned to use throughout the entire project and would pay him for the work as he completed it. We had estimates for each piece of work but no signed contract (I know, that was very stupid of us). Well, after installing the majority of the siding and finishing up a few loose ends on the rough inspection, he sent us a bill for $500 in labor (we paid for the materials) to fix a framing error he made and to finish up work that we have an invoice showing had already been paid for. There was $15 of work per his hourly rate that we legitimately owed him for. Well, when we disputed the charges, he said he wouldn't be coming out to finish some siding work (we were waiting for final grade on one side of the house) or his snag list. We were mad but wanted to keep things on schedule and had a few contractors come look at the job. Well, most have commented that our contractor did a pretty horrible install of the Miratec trim and LP Smartside - butt joints are almost all smaller than 3/16", lag gap at the bottom between siding and flashing, cut ends aren't primed (and have been exposed all spring), caulk is missing in a lot of places, fasteners on trim are more than 16" o.c., sloppy job of metal flashing install, and some Miratec already warping by the garage. We have taken pictures of everything. We haven't notified him of his terrible workmanship, but have made numerous attempts to contact him (he responded to one threat of reporting him to the licensing board if he didn't respond and simply said "do what you gotta do."). All of this communication has been in written form. We don't want to delay the project for this but are worried about the structural integrity of the siding (it rotting, water getting behind it, etc.). If it is any consolation, the building inspector who did the rough inspection didn't have any issues with his framing work on the interior. Any advice or experience is greatly appreciated!
