To begin with, herbs are not really houseplants :-) In general, plants that are native to temperate climates - like most herbs - do not make very good houseplants as they really need outdoor conditions to thrive. Indoor conditions are usually too low light and too dry and of very even temps to make them happy. They are difficult enough to overwinter indoors for most but I would certainly not recommend keeping them inside in summer!!

Both rosemary and thyme need as much direct sun as possible - 6 or more hours daily - and minimal water.

Agree with the above. Woody Mediterranean-type herbs are hard to keep going inside. They need full sun and will not tolerate wet soil. I've tried rosemary in containers outside many times and it's never really taken off. They like sandy, well-draining potting medium that is not loaded up with fertilizers. You might try a citrus/catcus mix for potting soil, but without full sun it won't really matter. If you want a herb houseplant you might try dill, cilantro, parsley, chives. They might tolerate low light conditions better, but again you need to cut back on the water and let the potting soil dry out between watering.

Plants in pots dry out a lot sooner than plants in the ground - particularly if they're in terracotta pots that aren't sealed - part. Look at the pots that your plants are in.

Most herbs, unless you have an indoor area that gets full sun (6-8 hours a day) won't thrive - the easiest way of growing herbs indoors if you're really keen is to look at getting a small hydroponic set up with a grow lamp for your kitchen bench/kitchen area - they'll provide your plants with the right light, water and nutrition that they need - and some of them are pretty nifty.
