Older central A/C outdoor unit not turning on

We're renting a house and the rental company has advised they are not responsible for maintenance of a/c units. If they work great, if not then you're SOL. Which is fine honestly. We can use window units, but I figured I'd at least inquire and see if it's a fairly simple fix.

The indoor unit works fine, air blows from the vents. It's not cold as the outside unit is not working.

Go check the breakers - nothing tripped
Try to manually spin the fan with the unit on, does not start up
A loud buzz that lasts approx. 2 seconds (sounds familiar to a train horn to be honest albeit quieter) happens and then stops. This process repeats for the duration of having the unit on.

If you bring your ear close enough, you can hear a very quiet hum/buzz from the unit. I haven't taken off the panel to look at the capacitor. From researching it appears it could be the capacitor. I know what to look for but wanted insight to see if it's worth it to look forward.

This isn't much to go on and I feel like I'm forgetting something.
Any thoughts? The unit is also quite old.
