Planted two camellias, one growing well and one not so well

Hi all,

I hired a landscape designer to make a plan for my yard and she recommended two camellias on our front-of-house bed (west facing, suburb north of Baltimore, zone 7). We planted 2 Yuletide camellias in the fall of 2015 and the conditions for both locations appear to me to be the same, but one looks to be about dead while the other one looks really great. Any ideas what could be wrong with the sad one and how I can help it?

The overall scene has three azaleas and one camellia on both ends. Azaleas bloomed great this year. Camellias also bloomed well at the end of last year.


The healthy one on the right has lots of leaves and some new growth filling out:


The one on the left looks very different. Still a few leaves from last year, but no new growth and looks so brittle.
