What should I do with this spirea? -photo

This is a streetside planting box at my office. I recently took over as manager and inherited this box and the miscellany that is in it. I added a few hostas, annuals and mulch today, but I hate the look of this overgrown spirea. I know you can cut them hard in very early spring - but is it too late for that? Should I tolerate it this year and cut it hard early next spring? I don't mind sacrificing the flowers this year if it will regrow leaves in relatively short order. It seems like most of the grown is toward the branch ends, so if I prune it significantly it will just look like sticks. I don't know what kind of spirea it is. Zone 5.
