Transplant now or later?

I just realized today why that one (of three) low-growing roses around the birdbath isn't low-growing and has redder leaves and long stems and bigger buds. Palatine switched tags on my order and last month I planted the 3rd low-growing rose over in the center of the rose garden and the taller hybrid tea that was supposed to be there is planted at the foot of the bird-bath with other two low-growing roses.

Don't know why it took me so long to realize that taller rose by the bird-bath looks nothing like the low-growing ones, but regardless, now I'm faced with a choice.

1) Switch them around right now while the weather is still relatively cool and luke-warm--even though they are in bud and I'll probably lose the buds.

2) Let them bloom and then switch them around in a couple weeks--even though hotter weather will soon be following and it will be harder for the roses to settle in.

Which option do you recommend?

OH, they were nice sized plants growing in containers when I got them and were planted about a month ago.
