It's quackgrass, Elytrigia repens. A very common perennial grassy weed in PA. Spreads rhizomatously and through seedheads and is difficult to control, especially in a lawn.

On quackgrass the flat faces of the spikelets face each other, and they are almost stemless. Looking at the long-stemmed spikelets and the big ligules (the little collars where the leaves join the stem) I would call this plant one of the tall fescues. Take it to the local garden center, somebody should be able to confirm the I.d.

Tall fescue is a clumper or bunchgrass - quackgrass is rhizomatous. The example in the OP's photo is clearly a rhizomatous grass species. And apparently an aggressively rhizomatous species (like quackgrass) if it is "spreading like crazy" throughout the lawn.

You are right. I had overlooked that. It's not fescue. But I don't think it's quackgrass, either.

I have not seen Quack Grass developing seed heads this early in the year but
I have seen Johnson Grass do that and that looks more like Johnson Grass than Quack Grass to me. Both spread by rhizomes so all of the roots system needs to be removed to eliminate it.

Of course one really good way to know what it is would be to take a sample to your local office of the Penn State Cooperative Extension Service.

As the OP has indicated the flowers/seedheads are not of the plant in question, the timing is probably not relevant. Also Johnson grass has distinct pale or white midrib and will produce reddish colored seedheads. Is also more inclined to be found in agricultural or roadside settings than as a lawn weed and has the potential to get very tall.

All in all, I see nothing to change my opinion that this is qackgrass.

Brome grass for sure use high rate of Round up in the spring and in the fall after first hard frost.
