Freeze damaged roses, what to do?

We got hit by a late spring freeze this year after weeks of unseasonable warmth that caused everything to take off early. So most of my roses are taking back off but my 2 poor PJPII bushes are looking ug-ly. All the new shoots up and down the canes were burnt off leaving only leaves towards the top. So they both look like they have naked legs with mops on top lol. What to do? I hate to loose the only growth I have on the tops by cutting them back but how do I get the canes to re-leaf out the burnt shoots, which after several weeks, they are looking disinclined to do? Or should I dig them out and replace? Every other rose I have is shooting out all over
