Hi vinnnya, It looks like it might be a Tabebuia impetiginosa (pink trumpet tree or another name Brazilian Walnut). Its hard to tell in the picture. Can you take a few more pictures of the bark and the inside of the flower and the leaves if you can? It doesn't look like the leaves are out yet? If you don't mind taking more pictures that would help.

Chinaberry leavesNo, I don't think it's Melia azederach. I grew up with them all around the barnlot in AL... leaflets are not correct for that species - or at least, the ones I've seen. Bark photo, however, could match chinaberry. Flowers &/or fruit would help make the case. Not an ash - alternate leafing/branching, not a feature of the DAMP Horse group(Dogwood, Ash, Maple, Paulownia, Horsechesnut)

He is wrong. The PD fungus merely infects the developing drupelets of the fruits - it's not disseminated throughout the plant. Control - if you can achieve it - is accomplished by removing and disposing of affected fruits, and possibly by spraying with a fungicide. But... if you desire mulberry fruits, you could remove that tree and replace with a pure M.rubra, which seems to be less affected, if not immune, to infection with this particular fungal agent. PD is worse some years than others, but once it appears, it's usually there to stay. Imagine trying to find, remove and dispose of all the affected fruits on a tree 30 ft tall and 40 ft wide... I just can't get 'em all.
