My cactus has white hairs growing on the top... is that pest?

2 days after I purchaed the cactus I went google serach about how to taken care of it , I figure there might be mites living on the cactus because there are a thin layer of cotton like hairs covering the top portion of the cactus. While the rest of the cactus looks dusty and dim, which seems to be kinda unhealthy in my opinion. Since this is the first time I'm growing a cactus, I wasn't sure if it's normal for this type of cactus to grow hairs or it's just posesses by mites? If yes, what are some recommanded solutions to the problem? Or there are other alternative health issue besides that? I also find out there are hairs grwoing in the gap between the ridges of the cactus, is that normal? Can anyone please help with with my concerns? Thank you.

It's hard to capture with the camera, but here are also thin long hair grwoing between the ridges.
