Starting research on new construction windows

We are building a home outside of Syracuse NY. The builder has proposed Paradigm vinyl, low-E, argon filled double hung windows,

They look fine to me in his model house except I would have liked to see a tighter fit between the window and the frame on the left and right side. I have Anderson 400 series windows now and folding them in for cleaning requires both muscle and finesse because they are solidly captured on the sides. These paradigms folded in a little too easily to me. Making me think that they will be drafty.

We are just starting this process so I am open to feedback and suggestions.

Also, excuse my ignorance but I read about a "U" rating somewhere which sounds like a measure of insulation. Is there a reputable source for that data on the various window manufacturers/models?
