Basil Downy Mildew

Would growing basil under a layer of agribon 19 help prevent basil downy mildew (which AFAIK is spread via wind and does not overwinter in my zone)? Or would it not block the spores and only increase the virulence due to lack of airflow?

I've had it both of the last 2 years. Last year I barely got any crop at all. I did buy the Eleonora, but that offers only minimal resistance.

Any other ideas? I would really like a nice harvest of frozen pesto for the winter this year.
