Can you pour new concrete on top/next to existing epoxy coated step?

Hello everyone, have a question about bonding new concrete to an existing epoxy coated garage floor. The buyer is requesting that we widen the existing step leading to the side yard by about 2 inches (I know, ridiculous..but we are doing it) to make it as wide as doorway.

The existing step is 12" Deep and about 26"W, and they want another 2" in width. The issue is that the step and garage floor were recently epoxy coated. I plan on drilling into the existing step and adding some rebar which will help stabilize the new 2", but what about the bond between the new concrete and existing epoxy coating?

Do I need to use a special kind of bonding agent prior to pouring the existing concrete? And will there be any issues with having such a small addition of concrete (2"?). I would think it may crumble due to lack of integrity over time, but I'm not sure on that.
