Am I correct on the order of starting seeds?

This is my first time starting seeds indoors. Am I correct that:

1) I use a soil-less mix and add moisture and place the seed in the container. I place in a warm place and loosely cover with a semi open plastic bag.

2) when the young shoot breaks through the surface, I remove it from the plastic bag, put under direct light for roughly 15 hours a day (can I use a closet light, or must I buy a germination light), trying to keep the soil at a constant temp. I keep the plant close but not touching the light. I don't let the soil dry out.



Then what?? What's my next step?


Is that all I do for the many weeks until I transplant outside? Do I temper in anyway. As I get closer to bringing the plants outside?


I'm using old coffee 16oz cups as my containers. Will tomatoes and peppers last in those containers until I transplant or will I need to give the roots more space before transplanting?
