Oven and range not hot enough, gets worse after cooking / furnace on

This issue has happened twice with two brand new ovens now (exchanged one for a different model thinking it was defective).

When the oven was delivered, the flames were mostly blue, with a little
orange, and not as hot as they should be (15,000 BTU front burners).
After waiting a while to cook, they got very hot - but still not as hot
as they should be, and I was able to bake most of my food for the week,
about a 4 hour job. After all of that, however, the flames were much
weaker and VERY orange, and the oven took longer to re-heat after
opening.

I also used the broiler a few hours later, and it was likewise extremely
weak. I set it 525 degrees, and while the oven says it reached
temperature, two 8-oz. steaks barely caramelized after 5 minutes under
it. The burner also gave me good heat for about 5 minutes before turning
orange and weak again.

Other things I've noticed - the oven and range are noticably weaker when
the furnace is on. Turning more than one burner on at once (or the
broiler or oven) makes them all weaker and flames lower. And perhaps the
tank is just kind of small, but the water heater also seems to
under-perform in general, particularly when the furnace is on. I can
barely fill the bath tub with hot water, and if I do I'm left with no
hot water to use with the hose attachment.

I'm thinking this is a problem with the gas meter / regulator at the meter? Thoughts?
