Is one set of T5 lights strong enough to grow citrus, adeniums, etc?

I've been growing under lights for only a year and I bring plants outside in summer. I have a few citrus plants that are growing very slowly and an adeium that is growing steadily as well. I have various other plants.


However, all these plants are under one set of four T5 lights. I am looking to expand this set up so that I have more room to grow, as all the plants are very crowded and I'm not sure the four bulbs are enough light.


What sort of lights can I bring to this? I've heard of halogen (halide?) lights? They look like lights you put on a stand or hang. Would more T5 be the answer? Are these very expensive? Very appreciative of any help you can offer!!
