I think it would look good while the trees were young, but unless you were diligent about keeping the slanted hedge line by pruning several times a year, they will eventually become a tree line with trunks instead of a hedge. Which might be fine with you if you just wanted a privacy screen. Valencia trees want to be a real tree over time, not a bush.

I've seen really nice hedges done with Meyer lemons because they're naturally more bush like, but they only get around 6', usually.

Whichever kind of citrus you choose, you'll want a semi-dwarf I think, not a dwarf. The root stock C-35 makes a nice semi-dwarf size. There are a couple other semi-dwarf root stocks, but I forget them right now. I'm sure someone else will remember them and chime in, I hope.

If you are looking for citrus trees that will grow more like a hedge, you might consider mandarins. The variety Satsuma is particularly cold hardy (down to zone 8 ), while the variety Kishu is naturally dwarfed, and produces small but delicious fruits that are entirely seedless.
