Air pump/tubing question

I have 12 buckets set up in a 3x4 grid. Each column of 4 buckets has a "manifold" of tubing and T's so that one pump outlet drives 4 buckets. Each bucket has one airstone.

I just went to check my pH and noticed my pepper seedlings looked curled. I realized that most of my buckets had no bubbles. (also pH was too high but that's not this topic).

I realized that if I pull the tubing to raise the airstone up it bubbles...the higher it goes the stronger it bubbles.

Does that mean I need to get rid of the slack in my tubing so that I have a minimum length of tubing? Is the pump not able to push enough air? Is it the increased water pressure of deeper water that keeps it from bubbling at the bottom, and that's why it bubbles higher up?

The pumps are 48 GPH, 2.175 PSI. I'm thinking it's that PSI that's the magic number.

What kind of pumps are you guys using? Would it be better to get one beefy pump and a manifold?
