Waterproof under deck

We have a large deck with a porch underneath it. The treated deck boards are starting to cup over the existing "waterproofed" area. The contractor "waterproofed" it by putting plywood, then roof paper, then the deck boards. Underneath we have a finished ceiling with speakers and lights. What options do we have to waterproof the deck without running the deck boards in 2-3 years due to water sitting between and under them and still have the finishes underneath that we currently have? I don't think the commercial under deck water proofing options would work because they allow the water to drain from the top then funnel it somewhere, this wouldn't be good with electrical items in the basement porch ceiling.
