SO, I opened up Fincham's catalog and read this: "Dwarf, dense, broadly globose; twigs with numerous brown buds and typical silver and blue foliage, it grows less than 2" per year becoming a dense cushion about 2' in fifteen years." Hi Ken. I live in Rochester, NY, Monroe County, zone 5. We planted our first tree, the one that is giving us alarm, six years ago and it a beautiful, maybe 7 to 8 feet tall, tree. We have had a wonderful summer, not too much humidity. Have done nothing as far as spreading weed killer, etc. on lawn. I think the second link shows all six trees. We did have a longer, colder winter than usual though.

its a tree.. its a conifer ... but not really a shrub ... though i understand the common use of that word ... it is dying.. get rid of it ... all juniper are full sun plants... and yours isnt ... they also suffer from juniper tip blight.. and there is no cure for that... based on the value of the plant ... it isnt worth spending 20 or 3o bucks to cure a 10 dollar plant ... no tree or conifer has enough space there ...do not replant such a prime example of planting a nice little plant.. with no concept of the tree its going to grow up to be ... crikey.. if it lives.. its going to be on the eave soon ... get rid of it... ken ps: get rid of it pps: get rid of it ...

You probably already planted, but if it doesn't work out, my direction would have been to use vines behind the arborvitae. Then the fence can be covered while not limiting root/growth space of any evergreen. Such overcrowding will mean less water resource and air circulation, which means pests like spider mites or fungal issues. Use galvanized wires to help them cling to the fence better. and junipers are only full sun. anything less is asking for issues later.
