Air vents are allowing noise in from the outside -- Any suggestions?

Hi, all.
I am renting a top floor apartment in the center of a city. Long story short, I have two ceiling air vents in my bedroom that look like this:

They are apparently for ventilation -- i.e., they are not for air conditioning -- and I can see from looking at the roof that they seem to vent to directly outside. They are excellent transmitters for noise, and whenever there are sirens or horn honking etc., I am getting a lot of noise in, which wakes me up at night. Any suggestions for what I can do (ideally for $100 or less) other than ear plugs or moving? Are there covers I could replace these with (at least temporarily) that would block out the noise?
