Bareroot fruit tree whips and severe pruning

Have you ever ordered bareroot fruit trees? I've ordered a book recommended by Mother Earth News that says if you prune fruit trees early and every year, you can keep them small without the loss of flavor that you get from dwarf trees. The author of Grow a Little Fruit Tree, Ann Ralph, recommends ordering bare root "whips" and planting them in early spring. Do you know of a source that sells in the southeast? Has anyone ever tried this method of severe pruning? Would love to hear any experiences. It sounds very intriguing.
