Fall soil amendment

I plan to add a couple inches of compost to my hosta beds soon and work it into the top few inches of soil. I normally do this in the spring, every couple years. Just wondering if this would be considered fertilizing, which is not recommended in the fall. Compost having a very low NPK value, I wouldn't think so.

I seldom use any commercial fertilizer (for in ground hosta), other than some milorganite or blood meal to discourage rabbits. If one was to do so, couldn't it be done in the fall if the growing season was over? My point or question is when does the plant go dormant and no longer feed the roots? Is it when the leaves have turned brown, when they are completely gone or is it a soil temperature thing?

I would think there is a window when one could safely fertilize in the fall before freeze up, but my original question is the compost thing. OK to dig in now?
