My 30+ year old fuschia looks like it's dying...help!

This fuschia was old when we bought our home 21 years ago. Due to the drought in California, my husband has been watering our front yard with recycled water. I am thinking this is the problem, as the fuschia was lovely while being watered on our drip system (which was still low flow, but he wanted to bump our water savings up a notch). Since noticing that it is not doing well, we reverted back to watering our perimeter plants on the drip with city water, but the fuschia doesn't appear to be recovering very well. What do we do? Should I trim it back? Fertilize it?? I don't have any pictures of it -will try to get one loaded. Help!
