Can you identify this hawk found in Norfolk, VA ?

I live directly on the Elizabeth River (salt water). This bird and another hawk landed in my backyard. It hunch it's shoulders over and seem to gesture to the other hawk - as if to intimidate - before pouncing on a dead or stunned bird. The other hawk flew away but this one stood atop his meal for quite awhile, nervously looking around. It spotted me through the window and left the crime seen with prey in its talons. I don't know whether the two hawks were working together or against each other. They may have chased this poor bird into our plate glass window. The following day, I saw another hawk sitting on our pier agitating six big crows. While osprey are extremely common around here, this was no osprey.
