White Crystalline Substance on Huernia zebrina - Mealies or other?

While looking over my succulents today, I found a white crystalline substance on two tips of my Huernia zebrina cuttings. What's the verdict - mealybugs or something else?

This plant was infested late June, but treated, cut apart, and treated again liberally with alcohol and insecticide. Cuttings have been only kept inside. Seen absolutely nothing since then. Until today:

These cuttings were from a plant that was found infested on June 22nd. Sprayed multiple times with alcohol and insecticide by June 24th. Plant was cut apart, cuttings were drenched in insecticide, cleaned meticulously, and left to dry.

Cuttings were repotted into perlite on August 1st, nothing was found unusual. Cuttings growing well by August 15th.

Hard white substance found on two tips September 3rd. One the second tip, the white part was contiguous and not "cracked" in appearance. Dissolved and removed easily with cotton swabs and 70% alcohol. No signs of crawlers.

Plant is now moat-quarantined.
