Advice on building a 2nd story balcony with posts in utility easement

I own a two story patio home in Houston Texas and the only complain I have about it is the lack of outdoor space. I decided that I want to add a balcony/deck from the 2nd story (above the driveway). Anticipating the size to be around 12'x16'.

I contacted a builder about this and he requested a copy of my survey. When he received it, he informed me that there is a 15' utility easement on part of the area that the balcony will cover. We will need to put two posts in the easement and I have a few questions:

1) Who owns this easement? Is it Ceneterpoint? Others? More than one company?

2) Have you seen this scenario before? If so, what happened?

3) Since we are not blocking the easement completely but merely putting two posts in it, do I need a permission from the utility company(s) to do this?

4) Does the city get involved in this easement issue or is this strictly with the utility companies?
