Need advice on fixing an end table

First, let me say that I do not have any woodworking experience or tools. I found this end table by the dumpster. It's solid wood except for the top, which is plywood covered with laminate. The top evidently got wet and the laminate is swelling on the edges. There is water damage on the top, but no bubbling on the inner surface, only on the eges. How do I fix this without completely scrapping the top and starting over, which I don't really want to do. I'd toss it back out by the dumpster first.

My plan is to paint it (I'm going shabby-chic cottage style for my apartment), and I'd like to decoupage or stencil the top if possible. Someone suggested doing a tile mosaic on the top because that may be the best way to level it out, but I don't actually want to put that much time and effort into it.
