Beginner gardener can use some help:)

I just moved into my new house in Washington state and it sure is beautiful here:) Well It looks like the previous tenants that lived in this house before did not do any gardening maintenance in the front yard's flower garden.I plan on revitalizing the garden but I'm a super beginner at gardening. I don't know the difference between top soil or garden soil..The garden is already filled with soil but the soil looks like it needs some TLC..What should I mix in the old soil so I can grow some flowers? My garden is about 48 cubic feet and about 3 inches deep so how many bags do I need of everything to get started? My husband and I are in a tight budget and it looks like this is gonna be an expensive project..Also how do I block the weeds from growing in the garden..I read somewhere that tarp is good to use, but how do I use that in the garden? Can anyone recommend and good gardening books for beginners?
