SOS! Possible Scale infestation on my Meyer lemons

Alright, it's been a few days since my last lemon tree scare, so we were due... I think I have the very beginning of a scale infestation on one of my trees.

Here are the pics I just took. I had to play with contrast and brightness, so the colors might be off, but at least you'll see the critters.

It's just on one branch at this point. Since the trees are always side by side, I just sprayed the crap out of both trees with GARDEN SAFE, which is supposed to kill all sorts of critters on contact. I figured, better safe than sorry.

I went back after about 15 minutes and wiped all the scales I could see with a wet tissue (it's the softest thing I could think of, I'm all out of cotton). Then I resprayed the areas I had wiped down. I also sprayed the top of the soil.

Did I do the right thing, and what more should I do?

Thanks guys. I haven't brought these trees back from rot to lose them to some stupid bug :(
