A nest box in search of a bird: help me adapt this so it is useful

A well-meaning friend has given me what she called a "Wood Duck House". However, the entrance hole is only 2 1/4 inches round, which I believe is too small for a Wood Duck. Inside dimensions are: 21.5 x 5.75 x 7.25 inches, and the hole is located 15.5 inches above the floor. Also, there is no hardware cloth or screening attached inside below the hole for nestlings to climb up. Any ideas about what bird this box might be designed for, or how I could alter this box to make it more attractive to native birds here in Central VA?
