no worms in my compost this season

This is the second full season using my self-built 3 bin compost system. Every time I rotate my two active bins (once a month) I am not seeing a single earthworm. Yet last season the bins were teeming with them. Could it be due to the polycarbonate covers that I made last Fall to keep excess rainwater and snow out? I still think I have adequate ventilation from the back and all lateral sides. I usually only remove the covers when I notice the compost is on the dry side. I then either add water from a garden hose or expose it to a good soaking rainstorm to get the moisture level back up. Any possible reasons for the change in worm activity?
