Fungus on E.Gigantea seedlings or normal growth on something else?

What I believe to be Echeveria Gigantea seedlings have fungus growing in their centers where new growth should be. However, I have some doubts that they are Echeveria at all because the seeds did not look like normal Echeveria seeds (in the photo the relatively large, black seed is directly to the right, and touching, the seedling). And while I think the white substance is fungus, I'm thinking it looks somewhat like the fuzz on some cacti-like plants i have seen. If it is fungus, how should i go about treating it if treatment is possible at all?
