Mystery Blue Flower

I was on the Blue Ridge Parkway in VA this weekend, and went hiking by the Mountain Farm Exhibit and saw this blue flower. It's definitely not chicory, but is true blue. Anyone know what it is?? It may not be a wild flower but something the settlers planted since it is around an exhibit installation.

Echium vulgare? I can't see the flowers well enough to make sure. Just a guess from the habit and leaves. Any close ups?

Just in case the common name 'Morning Glory' leads to confusion, this is Convolvulus tricolor, not an Ipomoea. It is a bushy annual and does not vine. I can't tell if it is actually one of the ensign series or just the plain species.

I read it's a terrible noxious weed in CA and Australia... So you know its tough
