As for butterfly size difference, I believe that there can be pretty significant variations in size even within the same butterfly species. So, it's normal to see different sized Monarchs. I've had mine for 4 years and it hasn't gone past 5 feet yet. You probably wouldn't have any trouble keeping it pruned in such a manner. Mine's got at least 100 flowers on it this year, couldn't be happier!

Early Spring and sometime in the Fall are good times too. It will soon begin to develop flower buds on new wood so I would hurry and move it. If not impacted by the move, you should see the buds opening by late June or July.

Interesting - mine blooms well every year. I'd be more likely to put it down to the fact that it's a new plant and still growing roots and settling in. Since they are relatively new, and if you are getting the kind of droughty conditions that the northeast is, they may need some water. Check soil moisture with your finger, and water slowly and deeply as needed.
