Can I round-up a euonymus stump and replant?

I'm in the process of trying to kill a euonymus that has been on my lot since, I think, the third day of creation. I cut off the branches, leaving enough to get a hold of, and have now excavated a pretty sizeable hole. Bigger than I originally intended, that's for sure. Problem is, the stump doesn't even move when you kick at it, in spite of all the roots that have been removed and the undermining that I've managed to do. I'm starting to think that I don't really want to do enough digging to just dig this thing out.

If I cut it off at or near the surface and paint it with round up, how soon can I plant near it? I wanted to replace it with red twig dogwood, which I plan to plant a little farther out from the house than the euonymous was, so they'd end up being maybe a foot away from the stump. I don't want them to get poisoned, so what can/should I do?
